California is stepping up for a sustainable future, making it easier for property owners to adopt energy-efficient upgrades with incentives that directly benefit the environment, residents, and property owners’ bottom lines. Through the Home Electrification and Appliance Rebates (HEEHRA) program, California is offering $35 million in rebates specifically for multifamily properties, helping owners improve energy efficiency while reducing carbon emissions. This initiative places California at the forefront of efforts to decarbonize residential buildings and build climate resilience.

What's Covered by the Multifamily HEEHRA Rebate?

The HEEHRA rebate covers a range of energy-efficient upgrades designed to lower emissions and reduce energy costs. Qualifying items include:

  • ENERGY STAR® certified heat pumps for heating, cooling, and water heating.
  • Electric appliances such as stoves, cooktops, ranges, ovens, and heat pump clothes dryers.
  • Electrical upgrades like panel and wiring installations to support these efficient systems.

These rebates are available to multifamily properties with five or more residential units, with a particular focus on low- to moderate-income buildings. Properties can receive rebates per unit ranging from $700 to $8,000, and low-income buildings may qualify for up to 100% of project costs (up to $14,000 per unit).

Application Process

To start, property owners need to submit the Application Stage 1 Form through TECH Clean California. This initial application will undergo eligibility review, and qualifying projects can then proceed by reserving funds via a rebate reservation form. To comply with program terms, all installations must meet California Department of Industrial Relations (DIR) Prevailing Wage and Public Works Requirements.

Expanding Energy Savings: Single-Family Homes to Be Included Soon

In the coming weeks, single-family homeowners will also be able to access HEEHRA rebates. Income-qualified Californians can apply for rebates on ENERGY STAR® heat pumps and other electric appliances, widening access to clean energy solutions for communities that have historically faced high energy costs and limited access to sustainable resources.
